Agent Insurance Readiness
Governor by Embryo Space. One page for an insurer, a broker, a risk team or an AI agent filling this in for them.
1. The problem
Insurers will ask for proof before they cover AI agents that spend money or act on company systems. A policy document is not proof. A log the company can edit is not proof either.
Governor sits between your agents and the model providers. It enforces limits and writes a signed record of every decision. Each day's records are fixed into a single hash on Bitcoin BSV, so anyone can later check that a record existed on that day and was not changed.
2. What an insurer asks, and what Governor shows
| Insurer question | Governor control | Evidence produced |
|---|---|---|
| Can spend run away? | Per-key daily and monthly caps, org cap, per-request cap, dollars-per-minute limit | Signed record of each request admitted or refused, with cost |
| Does a human approve big actions? | Approval gate tied to the exact request, single use, expires in 24 hours | Signed request, approval (with who approved) and the one call it allowed |
| Can it be stopped? | Global kill switch, per-key disable | Signed record of who switched it, when, and that calls were refused while it was on |
| What if the agent loops? | Runaway-loop breaker, optional auto-disable | Signed record of the loop and the block |
| Can it use an unapproved model? | Model allow-list; unknown models are refused | Signed refusal record |
| Can the log be edited later? | Hash-chained, Ed25519-signed log; daily Merkle root written on Bitcoin BSV | Per-record proof anyone can check, with no Governor account |
3. Readiness check
Answer for one company. Pick "Not sure" when you don't know. No names or personal details are asked.
4. Check the evidence yourself

5. Limits
Governor is not insurance and does not set premiums. No insurer has yet endorsed this evidence format. Evidence covers only calls routed through Governor; calls that bypass it are not recorded. The Bitcoin BSV anchor proves a record existed on a date and was not changed; it does not prove the agent's decision was correct.
